California Submetering Legal Environment
NEW WATER SUBMETERING REGULATIONS TAKE EFFECT JANUARY 1, 2018
All multifamily housing built after January 1, 2018 must be submetered for water
Ratio Utility Billing Service (RUBS) still permitted for properties built prior to January 1, 2018
Cap placed on third party utility billing fee
Property management must meet strict notification requirements for tenants billed separately for water
New resident utility bill format and presentation requirements

CALIFORNIA WEIGHTS & MEASURES REQUIREMENTS
All California type approved submeters must first be submitted to the California Department of Food and Agriculture's local Division of Weights & Measures for testing and approval prior to installation. California submeters must be installed by a licensed service agency. Guardian's license is #30699. We work very closely with our clients to fully understand their building's plumbing infrastructure before recommending a submetering system that fully complies with Weights & Measures code.
Weights & Measures requires the submeters to be placed in service by a licensed service agency at a location where the resident can easily read the meter at eye level or below. If the meter can not be installed at such a location, remote displays units must also be installed by the licensed service agency. Contact Guardian for more details.
